Ramy M. Guirguis, Ph.D., PMP, ITIL

Dr. Ramy M. Guirguis has over 27 years of professional experience in Information and Communications Technology, with special emphasis on IT Program Management, IT Governance & Strategy, IT Service Management (ITSM), Entreprise Application Development & Modernization, Architecture, Biometrics & Identification Systems, Standards and Interoperability, and Telecommunications. Dr. Guirguis’ experience spans many diverse sectors including: Telecommunications, Financial, Health, Defense and Development Sectors.

Dr. Guirguis contributed to the transformation and modernization of several large enterprises and government agencies spaning many diverse sectors including: Telecommunications, Financial, Health, Defense and Development Sectors.

Through many enterprises and government agencies such as Booz Allen Hamilton, Nortel Networks, Maximus, Chemonics and Arabsoft, Dr. Guirguis advised, or led major initiatives for several clients including: the Pension Benefit Guarantee Corporation (PBGC), Federal Deposit Insurance Corporation (FDIC), Department of Defense (DoD), US Navy (NAVSEA), Egyptian Navy, National Institute of Standards and Technology (NIST), United States Agency for International Development (USAID), World Bank, Government of Australia – Department of Human Services, Indonesian Ministry of Information and Communication Technology and the Local Governments of Egypt, Egyptian Health Insurance Organizatio, Telecom Egypt, and Egyptian Ministry of Defense

Dr. Guirguis played a visible and discernible leadership role in several key US governments’ Architecture, Interoperability committees and Working Groups. Dr. Guirguis chaired the DoD Biometric Standrads Working group, and represented the DoD at several standards bodies, at both the US and international level. He was a member of the US expert delegation at several ISO standards meetings.

Dr. Guirguis authored and co-authored four Patents, published and presented several papers at international conferences. He has the evident commendable ability to deal with complex technological issues with non-technical executives and rapidly gaining the “Trusted Expert Advisor” with senior executives while focused on setting strategic vision. Dr. Guirguis is an IEEE Senior Member, a Project Management Institute (PMI) member, Certified Project Manager Professional (PMP) and a recipient of ITIL Foundation certification.
